I. Research Background
The Advice on Strengthening the Youth’s Physical Education and Improving Their Physical Qualities issued by CPC Central Committee and the State Council in 2007 pointed out clearly that the physical and psychological health of the vast majority of the youth as well as their being physically strong, mentally sound and full of energy are expressions of a nation’s exuberant vitality, symbols of social civilization and progress, and key factors of a state’s comprehensive strength.The physical health of the youth will not only exert great influence on their individual growth and happiness, or on the entire nation’s overall health level,but also affect the quality of the talents cultivated by us. The findings of the two physical quality checks in the year 2000 and 2005 for people aging between 7~22 indicated that the physical index of domestic primary and secondary school students is on continuous decline. The results from the check in 2010 showed that although the endurance of domestic students goes up to some extent, the upper body strength somehow goes down, and the number of overweight and obese students is on a rapid increase, for example, the number of overweight and obese boy students in urban areas has reached nearly a quarter of the total students. Two thirds of secondary school students are with poor eyesight, while the situation for college or universities students has been up to as much as 83%. 85% of students have been withheld from registering their favorite majors in the college enrollment in 2007, and 63.7% of high school graduates have been rejected from military recruitment in recent years due to their unsatisfactory physical examination results, which raised people’s concerns and doubts. Meanwhile, many adult diseases, such as high blood pressure, diabetes, etc, have found their way to young people. Thus, based on the current situation, it is of vital significance to make cause analysis, study countermeasures, and find out effective measures to tackle this issue.
